The First Timesheet admits a Timesheet Acolyte to the Chargeable Faithful. The young or newly-registered citizen submits their first timesheet under their own CARL-ID rather than a guardian's code. From this day their score is their own.

- Reading of the entry aloud; the citizen is named Chargeable.
- Closing benediction.
How to officiate
The First Timesheet is a coming-of-age and a naming in one. The transition it marks is administrative and total: the citizen passes from a guardian's code to their own CARL-ID, and their Civic Dedication Index becomes their own responsibility.
- Have the first reconciled entry ready to read. A First Timesheet with an unreconciled entry is postponed, never waived.
- Name the citizen "Chargeable" only after the entry reconciles. The word is a status, not a blessing.
